Victoria Davis was the leader of a gang of thieves. She used to infiltrate a bank posing as secretary and her boys, disguised as policemen commited the robbery. She used to pull the strings from the shadows, hiding her true identity, calling herself the Mystery Shadow. She eventually failed one of her heists and was exposed, but she soon eloped and formed a new gang under the masked identity of Madame Night.
