Tom Higgins was a British scientist who was working on a formula to empower a human being, but was killed during The Blitz over London. Despite this, Tom managed to leave his son Joseph the instructions for completing the V-Formula (V for Victory). Sure enough, Joey completed the formula and used it on himself (in addition to being exposed to X-rays for 12 hours to accelerate the mutagenic process), finally gaining superpowers, which allowed him to become the main protector of the United Kingdom, the patriotic Jack Victory. He joined MI5, the UK's internal security service, with his identity known only to Director General Sir David Petrie. Betty Warren, Joey's private detective girlfriend, sometimes helped him.
Later, Jack Victory gained a teen sidekick, the orphan Dusty Simmons, nicknamed "Detective Boy".
POWERS & WEAPONS
Jack Victory has limited super strength, invulnerability, can jump superhuman distances, and possesses superhuman stamina. His costume was also bulletproof and fire retardant.
