Cosmo Mann was a scientist who investigated cosmic rays and managed to use them to power his inventions. He then decided to use those inventions to fight crime. Cosmo enlisted the help of Archivald "Archy" Stenson, his lab assistant, and Joan, Archy's sister. Mann formed an alliance with other mystery men to form the cabal known as The Vanguard.
POWERS & WEAPONS
Although he had no powers, Cosmo Mann was a genius scientist and a shrewd sleuth. He invented his C-Ray Gun, capable of melting enemy tanks and planes in seconds or paralysing his opponents, and his C-Ray Suit, which allows him to fly faster than most planes. These devices worked with cosmic rays.
