HISTORY 

Belle Wayne was a successful reporter for the New York Morning Eagle who discovered that FBI agent Nicholas Terry was secretly the adventurer in disguise known as the Black Owl (III).

Wayne established a close relationship with Terry, until she finally became his sidekick under the secret identity of Miss Owl.
